BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
While WFP Ghana is transitioning from implementing to a more facilitating role in support of the government of Ghana achieve its Ghana beyond Aid agenda and maintaining its footprint in the emergencies where applicable, it is implementing a five-year project with funds from the Mastercard Foundation that seeks to create and enhance sustainable, dignified and fulfilling jobs for the youth (18-35 years) in the agriculture value chain. The programme is being implemented in eleven (11) regions of Ghana namely Upper West, Upper East, Northern, Northeast, Savanna, Bono, Bone East, Ashanti, Eastern, Volta, and Oti.
The value chains being considered are Maize, rice, soybean, poultry and vegetables such as onions, tomatoes and pepper.
Despite constituting a greater portion of the labour force in the agricultural sector, women and young people (men and women) are faced with structural and cultural barriers impacting their ability to meaningfully participate and benefit from employment and income opportunities. WFP seek to make agribusiness opportunities more inclusive to young women and men, and PWDs by enhancing their access to agricultural and financial services, increasing awareness of gender dynamics among value chain actors, and building transformative structures to promote more equal gender relations at household and community levels. WFP plan to apply gender-targeted, responsive, and transformative approaches to ensure that social norms as the root causes of inequalities are being addressed. WFP plan to integrate Gender Action Learning System (GALS) Methodology, a community led methodology based on underlying principles of social and gender justice, inclusion and mutual respect and is seeking to engage an individual consultant capable to provide capacity strengthening to government and other partners and provide technical support in implementation of the methodology.
ACCOUNTABILITIES/RESPONSIBILITIES:
- Organize, facilitate GALs consultation and sensitization forums with key stakeholders to ensure ownership and active support of GALS, while also understanding the socio-cultural dynamics shaping gender relation within the context and lay the value proposition of GALS methodology
- Enhance partners capacity through Training of Trainers on all phases of GALS to ensure quality and correct understanding of the methodology including the tools and how to effectively rollout the methodology at the community level.
- Capacity-building and gender training for WFP staff and implementing partners to; enhance their demonstrated clear understanding on the nexus of social injustice as a key cause of food insecurity, malnutrition and inequalities and important to the men and women in the communities where they work, thereby fostering their motivation and commitment to the process.
- Support the Ministry of Food & Agriculture (MoFA) and other partners to conduct field testing in two youth farmer groups where applicable in selected locations and adaptation of materials in order to establish community ownership from the outset and to develop a core group of men and women in the community who can then be part of the facilitation team for group members and upscaling across the community. The introduction of the tools at community level is expected to equip farmers with analytical tools to map their own household decisions in production, processing, marketing and income use as well as develop action plans for addressing gender barriers. This process should also serve as a baseline for implementation of GALS in the selected communities.
- Support the Ministry of Gender, Children and Social Protection to train district staff, and field test with community groups in 2 selected locations
- Identify, recruit, train and certify GALS champions from community/ farmer groups. Champions are those who have felt the value proposition of the transformative approach in shaping the economic and livelihood opportunities in their lives and at household level. The champions are expected to act as peer trainers cascading training and gender information to other community/farmer groups.
- Revision and adaptation of the GALS “mother” manual to produce locally adapted guidelines for the community facilitators
- Develop Roadmap for GALS scale up across food systems as an enabling factor for sustainability.
- Develop Roadmap for GALS mainstreaming in the programmes/activities of MoGCSP as an enabling factor for advancing gender equality and women empowerment
DELIVERABLES AT THE END OF THE CONTRACT
- Approved inception report with work plan and methodology
- Consultation and sensitization meeting report submitted
- Sensitization status brief developed and shared with WFP that includes the post sensitization evaluation
- All Training reports submitted
- Community dialogue forums held and GALS tools rolled-out
- Report of GALS champions, identified, trained and certified
- Contextualized manual developed and submitted
- GALS food systems implementation framework developed
- GALS mainstreaming framework developed for the Ministry of Gender, Children and Social Protection
Education:
You have
Advanced university degree recognized by https://www.whed.net/home.php in rural or social development disciplines or other relevant field, OR a first university degree in the same disciplines with additional years of experience.
Experience:
You have:
At least five (5) years of progressively responsible professional post-graduate experience working in the rural or social development sector related to gender.
- A proven experience of at least ten (10) years in rural development.
- Gender expert with extensive geographical experience in several contexts. Experience in the Ghanaian context is an added advantage.
- Proven experience in Gender Action Learning Systems (GALS)
- Experience in strengthening local partners (government, CSOs, NGOs etc.)
Languages:
Fluency (level C in reading, writing and speaking) in English.
TERMS AND CONDITIONS
This is a When Actually Employed Contract (WAE). A When Actually Employed (WAE) consultancy is offered for a series of sporadic, non-continuous, assignments within a given period of time (in this case 120 days), whereby the consultant will be engaged when his/her service is required as agreed and paid at the agreed daily fee.
